Hooks must be barbless for bottomfish as well. You should really read the regulations before fishing. They are here: http://wdfw.wa.gov/fish/regs/2009/2009sportregs.pdf

On page 96 you will find the following:

Hook and line angling - Unless noted differently, only one line with up to 2 hooks is
allowed.
Barbless hooks are required for all species in Marine Areas 5-13, except forage fish jig gear. When fishing for SALMON in Marine Areas 1-13, only single-point hooks may be used.

However, you don't have to buy barbless hooks. You can just pinch the barbs.

You can just pinch down the barbs with a pair of pliers.

Size of hooks depends on your target and method. If you're mooching or trolling herring, a 1/0 to 2/0 (up to 3/0 or 4/0 if after kings) octopus hooks should be OK. If using siwash hooks with a hootchie or on a jig, I usually use a size or two larger.

And unfortunately, the hooks also have to be pinched when going after rockfish. Also, the limit for rockfish in this area is only one per person.
