I would recomend a light 6-8# spinning rig to target perch. Use a Carolina rig with a 3/8-1/2 oz sinker and a small #6 hook. Get some Gulp Cammo Sand Worms they work great. Also, use a floro leader about 2 ft.
Try and find a spot in the surf where the waves are dyeing out or you can see rip currents. Fish like to hold in those spots. I like to fish the incoming tides, an hour before high tide seems to be best for me.
Cast out and just work your worm back slow, just enough to keep your line tight. You should get bit. The perch can't keep away from the worms. If you don't get bit after a few casts just keep walking up the beach about twenty yards. Don't try and cast a mile. The perch are right inside the breakers. Most of the time I catch them in anckle deep water.
