Get on www.Spearboard.com and go to the Ca section. You can find some other locals to dive with. Also, in the classifieds there, you can find many spearguns for a decent price. To start, get a 90cm gun. That is the equivalent of a 48" shaft, about right for all your local diving.

Werd, listen to Rojo, he knows his stuff.
JBLs are cheap but you get what you pay for. My friend shoots a JBL and swore by it until I let him borrow a 90cm Rabitech, now he refuses to go back because it was so much more accurate and powerful. You can pick up some decently priced 90cm euro style guns from spearboard members from time to time.
Robbob I'd be careful about recommending Fisherman's cove. Not sure about what the boundary is now but when I first started diving 10 years ago, the middle boiler rock was the boundary to a marine preserve so you could really only hunt half that cove legally.
Check out this site for some local dive spots in Laguna. I started diving at Shaw's and Crescent. They're easy beginner spots. Beaches in Laguna Beach California |

Size of the gun is more for the fish that you're targeting. A 90cm gun is perfect for shorediving and targeting most reef fish that you'll see in So Cal. Bass, sheephead, halibut etc.

Most guys use the bigger wood guns around the 55" length for paddy hopping. Wongs, SeaSniper, Alexander, Riffe, etc. I'm going on a yellowtail trip to mexico next week and I'm only taking my 120cm Rabitech with a sliptip and 100ft float line.
