It depends on what you are targetting, wind and surf. My go to set up is an 8 wt, 375 gram line with a 5-8ft 8lb fluoro leader. I use crazy charlies, deceivers, perch candy, etc. for flies. Check out the fly shop next to Bluewater tackle in Solana beach for flies. If you want to go cheap on flies but some 1.5" grubs some mosquito hooks and use a drop of superglue to hold the grub to the hook.

Olive drab clouser minnows work well for halibut, which are about to start coming closer to shore in another month or two. Piconi's Prowlers are a good bet too and nearly anything red, orange, or both seem to do well for surf perch. One particular day, I had fished for hours on the same red surfpercher fly. By the end of the day, the fly had been beaten/chewed/gnawed/dragged down to nothing more than a hook with a few strands of red thread wrapped around the shaft of the hook. It was still pulling fish as it looked like a blood worm by then. good luck.
