When sizes are close, measure at the rear of where the seat will go. Blank is wider there afterall. When you get within .5mm of a nominal size, then you might need a hands on test fit or measurement. Some seats say they are 20mm, for example, but are actually a tad smaller.
Some people like a certain size for how it feels in the hand, especially on thinner freshwater and spinning rods. So in that case you can end up with a larger size than what the blank measurement reads, and then you shim it.
