mudhole.com and fishpacbay.com both have generic charts for various rods and lengths online. As with any chart, it is merely a starting point, and then you need to static test to get it right

The GF 800XL has a soft tip so your going to have to put more guides close to the tip inorder to keep the line off the blank...I would think 9 MNSG guides from #20 to #8 & #8 tip..
Start the first guide from the tip 3 1/2" from tip & the second guide about the same..Increase distance 1/2" on the #8-- 3/4" on the #10 & 1" to 1 1/2 # on the rest..The #20 guide should be 19-23" from the reel seat..

Static deflect if the line hits the blank or comes very close move the guides..I check with the line at a 45 & straight down as if the fish is going under the boat..

The best formula I've found is at The Rod Rack Tackle Store- Northern California's premier rod building, long range and big game tackle store. Any formula is just a starting point but this one seems to be much closer.

In my experience, that rod takes 10 guides plus tip. 3 1/4 from tip to middle of 1st guide, then from there to the next middle of wrap is 3 1/2", 4, 4 1/2, 5, 5 1/2, 6, 7, 8, 9 1/2". Usually works out well like that for me...

I have a few lighter casting rods that you can load up with 1/3 the max weighting for the rod (5lb drag for a 15lb class rod) and have the line touch the blank. Does this mean they are POS rods and the manufacturer went cheap on the # of guides? Should I add Guides or am I over it? I believe there are 8 guides on a 7ft rod +tip.

Yeah, I'd say that manufacturer isn't living up to their own line ratings then. A little wiggle room exists. Recommended drag numbers vary from 25% to 33%, depending on who you ask. If it rubs at 25%, then they aren't living up to the blank rating. If not, but it is rubbing at 33% or before, then there is some room for argument.
Adding guides generally means re-doing a bunch of guides to respace them. I guess you could shoehorn a guide between existing guides, but it would look a bit odd. Odder even than my spirals
