That looks like a yelloweye rockfish. We're not allowed to keep those here in WA. Can you keep them in CA?

I've never seen a yellow eye this far south before, keep in mind this fish was caught 110 miles south of the border. Yellow eye have black tips on their anal and pelvic fins, this is definitely a Cow Cod. They're in the same family, but different species.

I checked the link you provided Tuna 306. Nice clip, very informative, especially the part about the myths. But it only states that it has been effective for some species from 100 feet or less depth. They do state that they are now going to test it for fish caught at 145+ feet. I am pretty sure most of the boats fishing rockfish in Mexico right now are fishing in water well over 200 feet. I am only a Sunday Biologist and a former Scuba diver, but it seems to me that the air in the bloodstream would be expanding at the same rate of the swim bladder. Thus the "bends" in diving. Not sure if fish experience the same thing, but I am pretty sure the air would expand twice as much from 200 as 100 feet. My last trip down there we fished most of the time over 300 feet. This being said, I am damn sure gonna build me one of those tools to try it out. Need to make an appointment at Kaiser to steal me an IV needle though lol.

You can actually bring cow cod across the border from Mexican waters if you fill out a fish and wildlife declaration form, declaring the fish was caught in mex. waters.
