Yes! And you can adopt them...My buddy who lived in Blythe would do that. The adopting org. would check on the Burros welfare for a year....Then they would butcher it....True story...

I've been on the road to the river and all of a sudden you come over a rise and into a dip and there might be 3 or 4 standing in the middle of the road, you're going over 80 and just in the nick of time they scatter, what a mess that would be.
