Is high temp 1,000 degrees incinerators now the norm in the U.S.? If and when you go out in unfamiliar areas ask around and where a garbage barge goes out to dump bio-degradable trash.

Everyone must know the theory behind behavioral conditioning. Remember Pavlov's dogs? Well sharks have been subject to behavioral conditioning for centuries since humans first set out to sea. Avoid the garbage dump area. Sharks will be there in force.

Shrimpers or fishers(commercial boats) near shore are to be avoided when they dump unwanted catch over the side. This will start a fish feed and will surely attract a shark swarm when this is done habitually in the same area GPS coordinates.

Kayaks are so versatile that they can be used in both fresh and saltwater areas. Not many know that the kayak was used by British Commandos in World War II. Limpet mines were "delivered" against German shipping.

Being a Philippine citizen with U.S. ties(relatives), I am ignorant about Homeland Security. But i do know that U.S. bases, anchorages and ports have entry restrictions. Be cautious about entering near bases or ports and anchorages. U.S. Navy personnel will not hesitate to challenge you, arrest you or God forbid, open up in a tragic worst case scenario.

My point is.... Kayaks can be used by terrorists to infiltrate sensitive on or near water areas for sabotage, or direct IED/bomb attacks. They have very low radar signature, are low enough in the water for concealment stealth approach and you could be a friendly fire victim by way of legalese mistake of fact.

I wonder if the "Red Cell" navy base security/facility test program developed by Demo Dick Marcinko is still used by your navy?

Homeland Security can profit from the Red Cell experience by extending its principles to shore army, airforce, national guard and all other sensitive installations and infrastructure.

Ask around about secure areas when you hit the water with the kayak. Even yacht club anchorages and mooring areas are private secured areas and legal technicalities can happen if you happen to appear suddenly on a dark night or even in broad daylight. A kayak has its limitations and can be considered a navigation hazard for power boats, sail yachts and commercial shipping.

Big deck Navy will not hesitate to fire a few warning shots with a 7.62 M-14 or 5.56 M-16 over the bow of any vessel, either would it with a .50 M2HB cal or a MK 38 .25cal chain gun. But now, I'm just on a lil Navy boat that just goes back and forth to S.Clemente and sometimes to Catalina for operations. ( My fishing trips ) And yes, I take my kayak.

Well Arnold do you think the kayak brethren are now properly informed and warned on the consequences of entry or "exploration" expeditions into restricted security areas? How bout passing on to Civil Relations a posting of warning information online, TV or radio broadcast?

Question: Is Red Cell still operational in Navy bases, facilities, ships and other security infrastructure?

Always check with locals for hazards. This includes security restrictions of public or private real estate properties.

in a situation when any vessel gets to close ( usually within a 500 yd proximity) before being fired upon we usually hail the vessel via loud speaker, then the appropriate action will be taken. I have no Idea what red cell is, but I assume it has something to do with operational security. You said it right though PARE... Know the hazards of wherever you are whether it be in a private or military area.
