Stay away from the S&W Sigma, I picked up one a few years ago instead of a Glock and have regretted it ever since. They are ok guns but you would be better off finding a better quality used gun. I found a used Glock 17 a year later for $400 and picked it up.
If you can find a used Ruger 9mm they are great guns for playing at the range. My first 9mm was a Ruger P89, fun to shoot and very reliable.

CHP turned in all of their Smith 4006 models in the last year...should be a buttload of them floating around. Decent weapon, .40 cal stainless...was our departments issue gun until we switched out to Glocks...I'd rather have the Smith's. When we turned ours in to the broker, he said they would probably sell for around 3 bills when they hit the retail outlets. For a whole lot of reasons, go for the .40.

TimC...he's a new shooter, planning on LE. Most departments have gone to the .40. It tends to have a little more muzzle flip in lighter guns. If he learns with it, that won't be a problem. Without getting into a ballistics war, it makes a bigger hole...thats a good thing. I'm a firm believer in only training with the gun you will carry. As the training officer for our dept, I have fired all the different models our guys carry, but I've never drawn another from a holster in a drill. Old adage "you fight like you train" is a good one...if he gets the Glock .40, he will probably never need another duty/carry weapon in his career. I didn't want to get stuck carrying what my dept could get the best deal on, and wanted the most dependable gun that I could not only carry on duty but off-duty concealed. I went with the Sig 229 in .40. YMMV
