Hi Genelie,
I've been wondering the same thing and went to the Cleveland National Forest headquarters in Rancho Bernardo to ask them. The answer seems to be that with the great rains we had this year the quail are at, or near, record levels. I've seen a few coveys just driving near Ramona, so I think they're out there fairly thick.
So where to go? Any National forest land near water 150 yards away from any trails, roads, buildings, etc.
I'm hoping to get out and chase some either today or tomorrow morning early. If I do. I'll post or pm you.
