I think a lot of it has to do with the different ag that is grown here. In the midwest you're mostly dealing with wheat, etc.
We have a huge citrus crop along with a lot of other ag that isn't grown anywhere else.
I was doing some reading on it and we have a lot of natural barriers that keep most invasive species and insects out, ocean to the west, large mountain ranges to the east, desert to the south and southwest. People bringing in stuff with them can be an issue as those pests may not have been able to get here otherwise. Most states in teh midwest don't have any natural barriers between them so the checkpoints would be pretty useless.

We got checked coming back in from British Columbia one time and they pretty much stripped the RV down to the bone.
The guy kept going over to my dad and grandmother and asking if we had any lychees, longans, etc. It was pretty obvious we were being targetted because we were asian and they were looking for asian vegetables and fruits. Granted I've seen asians try to get in boxes of fruits and vegetables from overseas when they fly in so I can understand why they stopped us.
