The first one is a NO NIGHT HUNTING zone.
The second one is one of the 2 areas in CA that you can use unlimited voltage to hunt at night and can use it from a non moving vehicle. We call this the 12v zone. The remainder of the state is 9v or less, we call it the 6v areas.
L.A. County is no night shooting, as well as a large portion of San Bernadino, and I believe Riverside is no night shooting also. Please see your own Counties regs before hunting at night. I am not responsible for anyone going to jail,
