Its a bit of political sarcasm. The two blokes in the vid. have a regular Friday evening spot on national television here in Australia. Always funny as hell and always taking the piss out of politicians.
That one refers to an event several yeras ago when the front of a tanker actually fell off wide of the Western Australian coast.
