From my experience, which isn't saying a lot. The lighter setup the better, I use 4lb main with a 3lb 2-3' flouro leader. If you can get a friend or so in on a boat rental, trolling is usually more productive to find the fish. From shore my most productive yet has been M&M(marshmallow/meal worm) combo Carolina rigged and reeled in slowly from shore.
Good luck.

Trout Island would be a good place to go. Use 4# main and 2# to 3# leader fluoro. You set one rod for bait, and another rod for dropshotting power worms. Live bait would be an inflated nightcrawler on size 8 hook with about 8" to 16" leader on a sliding egg sinker. Try to get there as early as you can, because there is limited shoreline space at trout island.

Hope this helps.

I fish the place all the time. Most of the good shoreline is now underwater limiting access. Most accessable shoreline is from boatdock cove around trout island to the east shoreline of santiago flats. You can rent a boat for $50 for the day which increases your options like trolling and spots that are only accessable by boat.

Most fish are caught on bait...either an inflated nightcrawler or chartruse powerbait or a combination thereof. I fish a 4lb main line to a swivel, then a 1/4 ounce sliding egg sinker on a 8 to 18 inch 3 lb leader (depending on water clarity) with a number 14 to 18 size treble hook. You will see a lot of guys hang a small bobber on their line between the rods guides to indicate a strike. Take all of the slack out of the line between the rod tip and the sliding egg sinker then hang the bobber on the line between the guides and pull it down near the ground. You can use a small snap swivel with the snap bent open to hang the bobber on the line. You can fish two rods at Irvine and most use some type of rod holder that sticks into the ground. When the bobber moves up a fish has taken the bait. I probably catch more trout there a on a 1/2 nightcrawler inflated to keep it floating up off the bottom so the trout can see it. I also do very well trolling Rapala CD 5's in firetiger or Owner mirrashads in flourescent orange or hot pink on 4 lb line along the west shore and across the dam.

Hope that helps...
