Upper and Lower Otay lakes are good float tube lakes. Upper Otay is next to Lower and its float tubes and shore fishing only, no boats. its much smaller. San Vincente, Lake Murray and Santee lakes are also good.

Upper Otay is fun for the tube but make sure you don't fish bait and you pinch your barbs. It's catch and release only. DFG does a nice job of guarding this place.

I've seen the DFG around there also, definately no live bait - no barbs - caught a 4.5 lb there last year on a top water popper.

don't forget about Barrett Lake. about 90% of the guys that fish that place are in the boats...tin boats that are waay too loud and clunky.
