The rod that I got the 15.4lber on was a 5 foot ultralight rated 1 to 4lb with a UL spinning reel that held about 100 yards of 4lb line. I got the whole combo at Walmart for about $30. The cheesier the better. That is part of the challenge. If you lose a planted trout...so what?

Got to get the bait floating off of the bottom . Do not worry about losing a big fish , just set the drag correctly , keep constant tension on the fish , and tire the beast out .
As far as rods and reels , as stated above, UL gear is the best . Not really important what kind , as Rubberhook said , it is just stocker trout fishing . Some of us really get into it though . Personally for mini-jigging I use the set up Big Steve suggested and/or a Shimano Sahara 750 on a 7 foot Diawa Spinmatic UL rod . The diawa spinmatics are great for the price .
For trolling I use a Shimano Clarus 7 foot UL rod with Shimano Symetre 1500 rear drag reel . I love the rear drag for trolling . I have several of these set ups . Straight 4 pound p-line usually . Sometimes 6 pound for trolling depending on the lure I am dragging .
If you are going to fish on a weekend , hit up a Pro Team member in the tackle shop . There is at least one Pro Team member in the shop till about 9 am every Sat and Sun and will be happy to help with bait / lure selection , fishing area's , e.t.c......
Good luck !

That 2lb leader always puckers me up. Those bigger fish have lots of sharp teeth and do alot of headshaking and flopping around underwater.
I always hedge and fish 3lb leader to a 4lb main line.
