To get the 9-0 sticks to work in an 8-0 ceiling you either have to lean them to clear, cut the top or bottom of your 9-0 stick off at 8-0 or cut a hole in your ceiling.
The second suggestion kind of defeats the purpose of having a 9-0 stick.

What I would do is mount the rack to the wall so the rods would be horizontal.
I don't think my landlord would like me cutting a hole in the celing...
