Mark from Performance tackle in Los Alamitos has been slammin Yellows at Clemente on fresh water bass surface-hula poppers.I believe him for if man had to live off fish alone he would feed the world using jigs.

I've done good at twilight on the checkerboards with a Super Zara Spook in Gold/Black. Gotta have pretty flat water to use it, but when the bass explode on it, there's nothing quite like it!
I've got the yo-zuri hydro popper. It dives a little, skims the surface, leaves a thick bubble trail, basically looks like a running baitfish. Its such a cool lure, the only problem is I haven't caught anything with it. I've had it for about a month and only been in one solid surface bite since and I didn't have it with me. Can't wait to see somethin explode on it though.
I have used all the big topwater stuff successfully. There is a old-school popper called a "Hula-popper" I think that I used on Albies and schooly yellowfin, they would EAT that thing. Also, I have caught some fish using Rapalas, Yozuris and Rebels like a jerk bait on the surface for yellows.

The best are the Yozuri Hydro tiger poppers. I have used these and caught albacore and Yellowtail on them. Nothing like watching tuna and Yellowtail explode on them on the surface.
When you get bigger fish in the mix try one of these:
These are the Yozuri Surface Bull GT Poppers. They are harder to find in the US but the guys in the gulf use them for big Yellow Fin Tuna. I plan on using them on my 8 day next year.
I think poppers are one of the most underutilized lures on the west coast. Small ones work great for calicos, cudas and sand bass when they are up and chasing bait. I like to use them to see if anyone is home when we pull up on a paddy, usually you can get a bunch of Yellowtail to follow and then crash it when they get competitive with each other. They also work very well on tuna and are a hoot to watch the strikes. I have a japanese shimano twinpower spinning reel and a Fin Nor Ahab 20lb class rod that I use for poppers. I always get weird looks for bringing out the coffee grinder and throwing a popper but when I hook up I tend to change a lot of minds.
I grew up using poppers for big jacks, greater barracuda and snappers when I lived in Singapore. I love them. On my last three day it was so WFO that I took the hooks off the popper and we just threw it out and counted the amount of strikes we could get on each retrieve.
