This could change that whole gig:

Navy-City Talks Begin On Boat Channel Transfer
06-30-2004 8:39 AM
(San Diego, CA) -- Negotiations are expected to begin today between the Navy and the city of San Diego over possession of a polluted boat channel at the former Naval Training Center. The city wants to build a city-owned dock and a hotel marina, but the boat channel is contaminated with sediment full of pesticides and heavy metals. The city reportedly is willing to clean the channel if the Navy will pay for the work. If negotiations are successful, a transfer could take place next spring.

Think you could survive 3 to 5 years of enviromental review?

NTC was turned over to the city with the provision that they would pick up the price tag of any such issues that were not disclosed. Some closed bases have not changed hands because of the amount of cleanup that has to be done.
We are lucky it was only a training base.

Next the City has to go thur the review of the coastal commision.
Kinda funny, It would put them in comptition with the port, who currently manages all of the san diego bay tidelands.

That channell is more "polluted" than the bay. . Ive caught a few bass in ther, and NONE of them had 2 heads.
How about the dont clean it, leave it alone like they have the rest of the bay, and build the facility antway?

I heard the Navy used it for a ammo dump.
Careful how you pick that up.

Kinda stupid

To build a marina on a channel with about 20 of clearance under the bridge.
A new boat ramp on that channel would be good though. SI is useless at low tide.
