Where would I start? I recommend getting on a charter or go with a buddy who knows what he's doing to get experience. Basically it sounds simple-locate the fish; troll swimming plugs, tuna feathers, etc. until you get a hook-up (or stop over metered fish and drop jigs and/or chum and bait to get them up); chum with live bait (not too much); fish with live bait or jigs keeping the school around with chum until the bite stops; repeat the process. There's a lot more to it than that.
