Wide load requirments about towing your Boat

Found out some information from the Caltrans web site and was wondering if anyone can help me out on this one. It seems if your boat has a beam width over 8 feet 5 inches you need wide load signs on the front of your vehicle and red flags on both sides of your wide spot of your boat. We have never had a problem with this before, but it sounds like they don't enforce it unless you get in an accident, and than not matter what, if it was your fualt or not, if you do not follow those rules, you are guilty. Any help on this one?
