NICE | Hodges being closed has nothing to do with "City/Pension Bullshit" They have a bunch of construction projects going on right now and will probably be opening in March. I'd love to get on a rant about the City's bullshit but in this case it dosent apply. I know this because my wife works for the City Lakes

El Capitan opens today, and fishing should be comparable. But if you're looking forward to the traditional openings for fishing at Hodges and Sutherland, forget it. Joe Weber, city lakes program manager, said yesterday that staffing shortages due to the city's well-documented budget woes will keep Hodges and Sutherland closed indefinitely. He had planned to open Hodges this past Wednesday and Sutherland on March 3. The bad news is the latest for fishermen and boaters who have seen onstruction projects ruin their access to Murray and Miramar lakes this winter. Both lakes have low water levels, so there is no launching of private boats or, in the case of Murray, access to the fishing float. At Hodges, the opener wouldn't have happened on time even if there were enough staff. Weber said the access road to the lake needs to be repaired after major flood damage last winter. He said FEMA money has been approved for road repairs that are expected to start soon and take 60 days to complete. Weber said he is down 14 staff positions. He has asked for staff additions, but they haven't been approved. “I have an 18 percent vacancy rate,” Weber said, adding that eight of the vacancies are lake aides, the core of the lake recreation program. He said the lakes could open if staff hirings suddenly were approved, but he's not expecting that for at least five months. Weber said he has borrowed lake staff from Hodges and Sutherland to run the lakes now open to fishing or boating – El Capitan, Miramar, Murray, San Vicente and Upper and Lower Otay. He said some of his assistant reservoir keepers who are former ranger divers may be enlisted to work the water contact programs (water-skiing, wakeboarding, etc.) at San Vicente and El Capitan. “It's kind of a juggling mess,” Weber said. At the lakes, the staff isn't the only thing affected by the city's budget woes. Sue Gonzales, district manager of the city's reservoir concessions, said she hasn't been told officially that Hodges and Sutherland won't open. But she's prepared if they don't. Both Hodges and Sutherland have concession operations. Gonzales has managed the concession program since the city took it over from private concessionaires in March 2003. She has five center directors (or lake concession managers) and one center director position open. There are no concessions at El Capitan (except for vending machines and some limited supplies) or Barrett, which typically doesn't open until the spring. With the openers at Hodges and Sutherland on hold, Gonzales will have one extra center director. She said she won't make any personnel decisions until she hears officially that the lakes aren't going to open.
