no limit in US waters unless fishing off a public pier or public jetty then it is two.

Though I think the wording is that they must be attended. This doesn't really include boats but is more for surf fishing. I saw one guy get a ticket at Zuma beach. He had about 15 big surf rods spread out over 50-75 yds of beach. There was no way he was attending all of them.....

I'm also pretty sure that if you have rockfish in possession then it is one rod per person. The same applies to salmon.

Because limits are in affect, it shouldn't make any difference, but thats not a legal answer to your question; just a logical conclusion.

Arizona also allows 1 rod in the water per person; they sell a two pole stamp/ permit for about $4/year.
