JMHO, but the best way to get ten people on the water would be a boat..... pushing them off land or a bridge would make them in and not on the water, thus hindering the possibility of fishing, but will open up the opportunity for spearing ( which can be considered fishing I guess )

The answer seems obvious to me. 10 people on a six-pack = five friends the first day, and then five friends the second day. That way you fish two days. It's not rocket science..
