I'd say yes. Duh.
Saw this poor guy on Sea World Drive on my way back from lunch yesterday. It was a service truck, I sure hope it wasn't a customers boat.

EZ loader trailer, no tie downs, and taking the customers just rigged boat to the ramp for some trials. They got it back on the trailer with 2 floor jacks and the trailer winch!!!

Tie downs would've just made the trailer flip as well.
Once three tons decides to tip, no tie down is going to stop it.
