I'm against it for the following reasons:
How is this going to help the resource? Do they really think that recreational hoopers make as large an impact as commercials? Do commercials have to abide by the same red tape?
Anglers are already funding the fish and game to do research. Maybe the state should be using the money earmarked for fish and game for exactly that, research which leads to sensible fisheries management. I wouldn't be surprised to find out all the fees paid by anglers are going into the general fund, which is where this money will go also.
Why do I feel that when I pay the state of California for the privilege to fish, they are using that money to try to shut down my ability to fish?
