Yes Tune masters would run a load at high rpm and would pour a small stream of liquid into the carb.
Later I found out it was only water.
Shit would come out the exaust then clean up

I think we all did, I would have never thought about spaying water into the carb.

While were on the subject, what causes carbon build up? Normal ? Fuel mixture, timing ? What is the rule of thumb on how often its helpful to clear it?

The trick is to pour a small amount at a time because if you don't you will hydro lock the motor bending a rod.
Remember the old "water injection" systems that sprayed through a nozzle in the air cleaner in the 70-80's. They would keep a motor super clean inside. They sold them to eliminate detonation when pump gas went down on octane and we were still tryng to run 12.5:1 compression on the street.
It won't hurt a thing - just be careful. | Actually this go'es back to the 60's.
Now if he can figure out sea water instead of fresh water for boat engines that would be huge!

There are several methods to keep it clean. I was told that you can add some ATF to one tank a year and that would do it. A qt per 10 gallons ought to do it.
I have also put almost any fluid to clean the combustion chambers. Old coolant, brake fluid, motor oil, etc, ATF works well but smokes to beat all hell. Anything to moisten and soften the carbon.
Bad thing about using water is that it can cool a brittle intake valve too fast and warp or tulip the head. I only have seen this once in about 25 years. You would have to dump a gallon to hydro the engine!
Seafoam seems to be the best option.
