I was going to go to TJ to get this fixed, but a drug war broke out.
Anyone have a recommendation for a repair shop? Or has this seat had it...

Looks beyond repair Chris.
I can connect you to the man. He's TJ pricing and local quality. His # is at my office but I'll get you the referral on Monday. Prob 100-150 bucks gets it done, labor and materials. Three-five day turn around. He's real good and inexpensive too. They are here in El Cajon.

I figured the seat cushion, and vinyl cover was shot, hoping someone can replace that material, and use the frame, cheaper than buying a new seat. Looks like I got good info!
