question on jx reel

might be a dumb question but got my new 4.6 jx in the mail today (e-bay auction) but there is a piece on the rod clamp that i'm not sure what is the purpose of it.

I'll bet you put your hook at eye level on your guide, right? Ever thought about putting your hook somewhere else? somewhere safer?

yea i got a pretty good deal on ebay paid 194 total. description was that its a brand new 4.6 jx blem. the blemish was a scratch but its so so minor like a hairline scratch. matched it with a graftech 8ft 30-40 rod from turners in san diego thinking of spooling it with 65 spectra and 30 topshot. my other is an sx love it. oh yea these are lefty reels.
