Skipjack originally bolted the rub rails to the boat. My understanding, since I am also replacing the rubrail, is that I should first fill all of the holes with epoxy and then drill new holes. Is that the case?

And it also appears that the top of the boat will pop off once I remove all the bolts and a few screws. Is that the case?
