Check out the American Fisherman's Research Foundation afrf.org. They are the commercial industry, funded by voluntary landings fees. They are a great organization - helping fund my grad school research on albacore. The president, John Lagrange, is a commercial boat owner (out of HI) and he'd know lots of people.
